"Being a port maintainer" document

Perhaps, it is best to contact the Cyrus guys and request it to be done.  I am sure that it could have been done and we would have to sit around and wait for them.

Would it hurt to add something extra like "WITH-MYSQL-PWD-ENCRYPTION=YES" (we can make it shorter) for now?
