ports containing perl modules go into /lib instead of /usr/local/lib

I use lang/perl5 port, "use.perl port" enabled.  Both on 4.9-RELEASE
and 4.8-STABLE.

I thought I just showed in my original report how to reproduce it.
All sources were cvsup'd that same day.
