The manpage doesn't tell otherwise:
>      altq-rule      = "altq on" interface-name queueopts-list
>                       "queue" subqueue

You might confuse it with the filter-rules where you really have:
>      pf-rule        = action [ ( "in" | "out" ) ]
>                       [ "log" | "log-all" ] [ "quick" ]
>                       [ "on" ifspec ] [ route ] [ af ] [ protospec ]
>                       hosts [ filteropt-list ]
