[FreeBSD-Ops-Announce] Network issues to (ysv.)FreeBSD.org with portsnap effects

Hey,

Some network issues (yet to be tracked down fully) are causing TCP
connections to break to the primary FreeBSD.org site at YSV.

The most noticeable effect is that portsnap mirroring is effected and
the latest snapshot is broken due to truncated files - which mean
anyone running portsnap fetch for the first time will get a corrupted
snapshot.

As the problem is with the firewalls there is a small risk of knocking
the entire site fully offline while trying to fix this.
