[ed] link state constantly going down and up

Doh!

I needed to force auto negotiation for other cards to work.  Let me
see if I can dig up the DFE-670TXD and go from there...  Are you also
seeing really horrible network performance as well?  Do you see this
only under load, or just at idle?
