There's a PR [1] open to upgrade Vala to 0.36, but it's currently
stalled. There are still ports that fail to build with the newer
version, as Vala's API/ABI is not stable between versions; it is tied
with the concurrent releases of glib, gtk3, webkit2-gtk3 and so forth.
You have to remember the bulk of GNOME is still on 3.18 right now.
