Changes to FAQ 1.2 & and 1.3

Hi all,

I'd like to commit the following, but due to the nature of the
question I figure this should get some wider review first:

    Directly answer the question "What is the goal of the FreeBSD Project?"
    and move the (slightly modified) comments over to the question
    "Does the FreeBSD license have any restrictions?"
