New encoding needed in /doc: ro_RO.ISO8859-16

Hi,

  Although we once started with the ISO8859-2 charset (latin2), recently
a more adequate encoding has been set forth for the romanian language:
ISO8859-16 aka latin10. Official IANA specifications are here:

    http://www.iana.org/assignments/charset-reg/ISO-8859-16

  The places of the special accented letters used by the romanian
language have not changed between these charsets, but the graphical
representation did: the latin2 charset wrongly represented two of these
letters with a cedilla instead of a comma. The latin10 charset has the
correct graphical representation.

  I would like to ask the committers to arrange for the insertion of the
ro_RO.ISO8859-16 language encoding in the documentation root tree of the
FreeBSD CVS repository.

  Due to the fact that the positions of the letters have not changed
between ISO8859-2 and ISO8859-16 charsets I wonder wether it is possible
to retain the old (and already committed) ISO8859-2 encoding and use the
contents of the future ISO8859-16 tree to also build a version of the
documentation for the ISO8859-2 encoding. Something like a symlink.
  That would be useful because the latin10 encoding is pretty new and at
least the MS Windows platform doesn't support it very well.
