AMD Family 10h cpufreq driver

Hi Veronica,

kldload cpufreq and sysctl dev.cpu.0.freq=2000
will powerd to start down clock if load average is near zero.
so i want to see sysctl dev.cpu.0.freq when only kldload cpufreq.

Hummm, amd64 is difficult. I'll rewrite.
