Can't create TCP connections to certain IP addresses

As you say, the SYN packet is being sent, but no reply be being
received. Can you run a tcpdump on your router/firewall and see if
the SYN packets are being recieved (and forwarded) and check if the
SYN ACK packets are getting back that far?
