when I'm reloading ARP table about 200 entries

/usr/sbin/arp -and
/usr/sbin/arp -f /etc/arp.conf

it hangs on:

panic: lock (sleep mutex) rtentry not locked @ /usr/src/sys/net/route.c:1310
Debugger("panic")
Stopped at      Debugger+0x54:  xchgl   %ebx,in_Debugger.0
