I was hit by this for a few days too, then realized that I had set
up my make.conf with "NO_MODULES=true" and "MODULES_WITH_WORLD=true".
Setting those back to defaults gave me a clean build.
Obviously those are not the recommended settings, so the breakage may 
have gone unnoticed.
