All over.  The only real qualifications are 1) a desire to do it in the first 
place that serves as motivation, 2) being able to get along with others, and 
3) just sitting down and fixing problems, etc. and submitting the ideas and 
patches.  If they fit in with what the rest of the existing group thinks the 
direction is, then they will eventually be added to the tree.
