This is working as-designed by the ntpd folks.  They specifically document that
-L eliminates only interfaces with a colon in the name.  They also document the
option as deprecated and suggest using the 'interface' option in ntp.conf,
which is not documented in their ntp.conf manpage, but is documented here:
