kern/74309: xterm -C and rxvt -C do not grab /dev/console

 I've attempted reproducing this under FreeBSD 7-CURRENT amd64 and i386
 with rxvt / xterm in rio, E dr17, and windowmaker and do not experience
 this problem. Is this still an issue?
