bin/60385: vmstat/iostat/top all fail to report CPU usage (still in 5.3R)

 Some new observations I've done:
 
 Same problem on another machine (also 5.3R) w/ Tyan Thunder S2510 
 motherboard, singel CPU system. Moved the disk to another machine with Tyan 
 Thunder 2518 motherboard and dual CPU and here vmstat/iostat/top works OK.
