send-pr not portable && send-pr web form disabled

I think the MAIL_AGENT enviroment variable is supposed to be used for
this.

I don't think this is going to happen any time soon, since when the
webinterface was enabled it was abused to send a lot of bogus PR's.

I think it would be nice if send-pr was more portable, but somebody has
to make the patch and make sure it doesn't break send-pr on FreeBSD.
