send-pr not portable && send-pr web form disabled

According to the handbook, and to web site pages,
send-pr should be used to write problem reports.
I'm currently unable to send PRs from my FreeBSD
system.
The alternative send-pr web form hosted at the FreeBSD
www site is currently disabled, and has been so for
quite a long time.
I tried to move the send-pr shell script to another
unix box (SunOS), but it does not work (the handbook
mentions this possibility).
I already edited the file and changed the path to
sendmail (which is different in the Sun box) but I
have some other problems, like a missing mktemp and
pw.
Summarizing: there should be an alternative to submit
PRs other than send-pr in a FreeBSD system.
For me this currently means:
i) enabling the send-pr web form AND
ii) fixing the portability issues with send-pr so it
can be used to send PRs from other Unix/Linux systems.
