Deprecating / Removing floppy drive support

If you talk about https://people.freebsd.org/~bms/dump/ufdformat/
it's easier to just import it as ufdformat. The code above is very wip though.

As I understand, plan it to remove fdc(4) aka NEC765/i8272 controller
device driver and userland utilites that depends on it, usb floppy uses
umass UFI which will stay.
