Arch packages seldom spilt packages from upstream.

For example Debian has got a package for systemd and another one for
udev and another one for udev header files and another one ...

The Arch Linux package named systemd, contains systemd as provided by
upstream. IOW included to the package are udev and udev headers, as well
as other systemd parts.

FreeBSD might have another policy, given that it sometimes need to port
Linux software to become FreeBSD compatible.

The count of packages has less to do with the amount of work. It doesn't
matter that Debian provides tons of packages for the same, that is one
Arch package, the work is the same. If software is ported from Linux to
BSD it might require some additional work.
