1] not an option, this is freebsd not linux

3] sounds a BIT contrived, my builds are automated with scripts and I would
need update these scripts to recognize which ports need cython3 vs cython2.

In addition it is unclear whether tools using cython2 would run correctly if
cython2 is not no longer install.

The obvious preferred procedure is to have py-numpy brought up to date rather
than to have users jump through absurd hoops.

I'll check the other report.
