The Makefile currently enforces linking against an older version of cython
which is not longer install on my system. I am using cython3.

Error Description: Include the full error message, emphasizing the explicit
requirement: ERROR Missing dependencies: Cython<3.1,>=0.29.34.

My system has py311-cython3-3.1.6 installed, causing the conflict.

Please advise.
