"In VSE, when I want to build the proxy, it pretends that the proxy is being
built but when it finishes, the proxy is not actually used. When I run blender
from terminal, I can see error messages Error encoding proxy frame X for
'<path>' where X are frame numbers from 0 up and <path> is the path to the
proxy file."

This has been reported affecting other OSes as well, the issue is related to
compatibility with ffmpeg 4.4
