I have did the same in the past multiple times in the classic 
'Distribution Sets' world with freebsd-update(8) and it worked reliably 
everytime - so its just PKGBASE fault ... but its slowly getting there - 
the last 'minutes' of 15.0-RELEASE time was really overloaded with 
PKGBASE updates.

... and I also really appreciate how fast upgrades with PKGBASE are - 
and that I will not have to wait hours for fetching and then apllying 
tens of thousands of binary patches with freebsd-update(8) tool :)
