I believe You ... because as I checked mine documentation ... this machine was not installed from 15.0-RELEASE ISO media. This is where this is more interesting. It was installed from exactly this ISO image:

FreeBSD-15.0-PRERELEASE-amd64-20250822-027be99b1f33-279771-disc1.iso

In this way:

- Select 'Auto (ZFS)' setup option.
- Select '(BIOS+UEFI)' there.
- Fill ZFS options field with '-o compression=none -o atime=on' options.
- Chose PKGBASE and OFFLINE installation.

... and then upgraded with pkg(8) to 15.0-RELEASE - and worked 'just fine' after it.

Then I upgraded it to 15.1-RELEASE with official instructions and ... yeah.

I believe that 'sets' could be added later after this 'PRERELEASE' state and that may be the reason ... but not sure.
