[Bug 291806] The pkgbase release of 15.0-RELEASE is missing the MINIMAL kernel and several other packages

By the way, some folks may not be aware that there is
now an re@ official download area of
releases/PKGBASE-REPOS , with pkgbase files contained,
that separate from the:

https://pkg.freebsd.org/FreeBSD:15:*/

area. There is:

https://download.freebsd.org/releases/PKGBASE-REPOS/

At this point, its entries are of the form:

https://download.freebsd.org/releases/PKGBASE-REPOS/15.0-RELEASE/*/Latest/*

with the first * being any of:

aarch64
amd64
powerpc64
powerpc64le
riscv64

and the 2nd * being any of:

CHECKSUM.SHA256
CHECKSUM.SHA512
FreeBSD-15.0-RELEASE-*-pkgbase-repo.tar

The last ° (just above) matches the content for
the first * (earlier above).
