yes, this is absolutely wrong.  you do not have to reinstall to upgrade
from 14 to 15 with pkgbase.

the procedure is something like:

- pkg upgrade FreeBSD-kernel-generic
- reboot
- pkg upgrade
- pkg install FreeBSD-set-minimal
- remove orphaned packages (pkg orphans)

it's not *supported* because it's finnicky and no one has documented it,
but we should not be telling people they need to reinstall to do this.

this is particularly the case since pkgbase was not supported on 14 and
the assumption is that anyone using it will have enough understanding
of it to manage the upgrade.  if they see this wording in the relnotes,
they might assume something has changed which actually requires them
to reinstall.
