According to your log gettext-tools was already installed in phase:
build-depends as it should be, so the problem is that it goes missing somewhere
between that and phase: configure, but I couldn't find any reference of it
getting deinstalled.

Packages should only be installed in phases matching *-depends, so that
gettext-tools can't be installed in phase configure isn't surprising.
