Please do not mix my original request with what has been written in comment #3.

My request is only not to touch files on upgrading when they are effectively
unchanged. There is no requirement not to download the whole package, nor a
requirement to separate the meta information into a separate file.

Most of my request could be fulfilled using the checksum information. From
comment #2 I understand there are additional complexities, but I am sure that
the majority of files in an installation could be handled this way.

I would still like to see this implemented as it would cut down tremendously
both on installation time and on incremental backup sizes - see the example I
have provided.
