My request is only not to touch files on upgrading when they are effectively unchanged. There is no requirement not to download the whole package, nor a requirement to separate the meta information into a separate file. Most of my request could be fulfilled using the checksum information. From comment #2 I understand there are additional complexities, but I am sure th= at the majority of files in an installation could be handled this way.
