Yes what we're seeing is the PKG_ENV settings are ignored/not passed on.

Specifically we tested these:

SSL_CLIENT_CERT_FILE
SSL_CLIENT_KEY_FILE
HTTP_PROXY

Upper case or lower case seems to make no difference.
