Hi,

It's the mac_priority(4) module that makes idle priority usable by non-root users in the 'idletime' group.

For your current session:
kldload mac_priority

For permanent config, either:
mac_priority_load="YES"
in your loader.conf, or:
kld_list="mac_priority"
in your rc.conf.
