My distinct recollection is that bapt posted that because pkg was under
very active development and needed to be consistent for all versions of
base, the bootstrap mechanism would be used until pkg was stable and the db
would not be reconfigured. (I assume that this meant incompatible changes
to the schema.)

My strong belief is that pkg needs to always be bootstrapped as it is
unlikely to never be that stable.
