You can try to apply the above patch, which is not in 15.1, but it will not
change anything if using the 'machdep.hwpstate_pkg_ctrl` sysctl/hint does not
make any difference (as what the patch does is basically setting that knob
internally to 0/false on hybrid CPUs).

What about setting the EPP to 0?  Could you report the output of `dev.cpu.0`
and `dev.hwpstate_intel0`?  Are you using powerd?
