If I'm not mistaken, FreeBSD Mall guidance (linked from documentation
bug 266743 comment 1) is for use of a physical medium (DVD)
_after_ booting an installed OS. The first step for the Mall's
FreeBSD 13.1 DVD was:
> Mount the disc to the '/dist' directory

A second expectation, before 15.0, would have been documentation
(bug 266743) on use of the non-base package repository
_before_ first boot of the installed OS. Using either
a file (-dvd1.iso, for example) or a physical medium.

A third expectation, since the May 2025 call for testing

is for FreeBSD Installer to use packages.
The bsdinstall part of FreeBSD Installer does use packages.
The live system conclusion of FreeBSD Installer seems to use
three online repos, listed by pkg repos -el | sort -f
FreeBSD-base
FreeBSD-ports
FreeBSD-ports-kmods
– but not the offline repo within -dvd1.iso
