It was working a couple weeks ago, but not does not.
To reproduce, please issue this command:
1. bectl activate -t "not-default-be"
or
2. zfsbootcfg "zfs:zroot/ROOT/not-default-be"
and reboot. The flag is neither used nor cleared.
The bootloader was updated to the recent version. The boot method used in the
affected machine is BIOS.
