I have since brought the 9300-8i controller up to 16.00.12.00 but the problem
persists.

Interestingly, I can reproduce the issue with the 9300-8i on an amd64 system
also running CURRENT, but the SAS9211-8i on 20.00.04.00 only fails on arm64
(works on amd64).
