Thank you for the report,

This is a known problem, this PR duplicates bug #248968 (and bug #257338). It
is just a "graphical" problem during the installation keymap test, it is not
related to the OS keyboard setting, after the installation reboot you'll have
keymap="fr.iso" in /etc/rc.conf.

You can know more or test the solution (after installation) described in bug
#248968.

I hope to commit soon the patch to update/fix the installer.
