Why are so many people using 4.x?

Because the headache of upgrading isn't worth the
advantages in many cases.  If you're installing from
scratch, go with 6.x, if you already a functional (and
security patched!) 4.x server have (and needn't ye
any of the features of 6.x) no need there is upgrading
to do.
