Override dummynet delay limit

which is the source to /sbin/ipfw
 
> and I recompiled via

which rebuilt the kernel and left /sbin/ipfw untouched

You need to rebuild ipfw :)  cd to /usr/src/sbin/ipfw, run "make obj &&
make depend && make && make install" .
