Donation to Foundation for Poudriere /opt builds! (Bounty?)

I'm getting closer, using a Poudriere built fresh from ports with the
desired LOCALBASE and PREFIX, but I'm still stumped by something. Ports
build correctly if they don't need to reference the PATH to get an
executable that's already been installed, but if they do - gettext-runtime
wanting indexinfo, for instance - the following PATH causes the built to
fail.

I can't find where the in-jail PATH is set. I'd love clues. This could well
be the last hurdle for this project.
