I think this latest problem will be solved with
-GS_VERSION?=   7.07
+.include ${PORTSDIR}/${GHOSTSCRIPT_PORT}/Makefile.inc

But this may require a dummy Makefile.inc in ghostscript-gpl-nox11 (and so):
.include      "${.CURDIR}/../ghostscript-gnu/Makefile.inc"
