Humm... I see, but I don't agree your solution.
In this case, you should suggest repocopy request.

I think that graphics/png -(repocopy)-> graphics/png12, and
graphics/png updates to png 1.4.x. Of cource, many many ports
are changed to dependency on graphics/png12.
