ports/144674: [NEW PORT] graphics/libpng: Official PNG reference library

Hi, nork@

According to the announce at http://libpng.sourceforge.net/ANNOUNCE-1.4.1.txt,
libpng 1.2.x and 1.4.x are not fully compatible. Thus, it would be better to
keep existing 1.2.x branch and import 1.4.x branch as a new port.
