GRE/gif/netgraph tunnel speed on 10Gbit channel

In my Lab FW1 is only Xeon D with 95% CPU while testing and FW2 Xeon E 
is at 20% CPU.
I cannot replace the Xeon D for the next 3 weeks so there could be more 
perhaps.
