Somebody on this list was reporting trouble with menus appearing blank. 
I don't remember who it was, but hopefully this message will be of some 
help.

I too got a similar type of problem. When I build gnome2.9.x I was not
able to see the Panel->Application menus. They were blank.

After setting XDG_CONFIG_DIRS=<prefix>/etc/xdg the menus come up.
