ULE scheduler on Wikipedia

I was pretty surprised to find that there was absolutely nothing about
the ULE scheduler on Wikipedia, so I started a page. My technical
understanding is pretty limited, but I figured starting the page would
be a good jumping-off point or anyone who wants to continue it.

I'd really like to see this page expanded, but don't have the
technical understanding to do so myself (that's why I was looking it
up ).
