HTML in Handbook/Install

If I point NS4.8 at my local Apache 2 server to look at the Handbook
included with 4.7-RELEASE-p7, then SOME of the screen shots behave
themselves, but others don't.  In install-start.html, ones that don't
are the ones in the numbered lists <li>, Figures 2-3,4,5.

There isn't any diff between the docbook.css on www.freebsd.org and my
local copy, so I looked at the page source.  NS4.8 displays the page
right with 
	<img src="install/userconfig.png"> 
and fails with 
	<p><img src="install/userconfig.png"></p>
outside of a <li>.  I added the <p></p> on my copy and it started
failing the same way.  Inside the <li> that doesn't seem to make any
difference.

Also, I fed
http://www.freebsd.org/doc/en_US.ISO8859-1/books/handbook/install-start.html
to the W3C validator, and it complained about not being able to identify
the "character encoding".  Once I chose ISO8859-1, it still complained,
although some of that seemed bogus to me (hardly an authority on the
subject).
