We should probably put 3390 on soon, it was just me objecting before.  I'm
not so sure about inflight, though; it probably needs more verification
before it's turned on by default.

I'm looking forward to dynamic sockbuf sizing though, I think it's a
prereq for the inflight code to be well tested.
