Ken Smith has contacted me to let me know cvsup10 is now back up.  I tried 
cvsuping and all of the following branches appear to be working:

   p4-cvs-trustedbsd-audit3
   p4-cvs-trustedbsd-openbsm
   p4-cvs-trustedbsd-cap
   p4-cvs-trustedbsd-mac
   p4-cvs-trustedbsd-sebsd

cvsup18 is also now hosting these collections.
